In a cooking pan, apply low to medium heat and add-in the all-purpose flour. Toast the flour while stirring continuously until lightly browned. Transfer to a bowl and let it cool.
In the same bowl, add-in the powdered-milk, brown sugar, crushed graham, and melted butter. Mix the ingredients until well-incorporated.
Prepare a polvoron mold and fill it with the mixture then press hard with a spoon until compact. Place in a container and repeat this step for the rest of the mixture.
Transfer the polvoron into a refrigerator and chill for 30 to 60 minutes.
Wrap each one with cellophane or transfer to a serving plate. Enjoy!
