In a mixing bowl, pour-in the condensed milk, and the egg yolks. Mix until well-incorporated.
Add-in the all-purpose flour, baking powder, and vanilla extract. Mix again until well-incorporated.
In a separate bowl, add-in the egg whites. Beat using a fork or a whisk until frothy. Then, using a spatula, fold the egg white mixture.
Pour-in the egg white mixture into the batter mixture. Fold until well-blended.
Preheat the steamer until water boils.
In a baking pan or steamer-safe container lined with wax paper, pour-in the mixture then cover the container with aluminum foil. You can brush the baking pan with cooking oil or butter if wax paper is not available.
Transfer the container into the preheated steamer. Steam for 45 minutes.
Let it cool and then transfer to a serving plate or serving tray. Serve and enjoy!
